Problems of Urban Government

By 1850, northern towns had seen changes in local government, both in municipal administration and in the poor law. Such changes did not reflect general public support for wider official activity, and there was much scepticism as to the necessity of improvements and their cost. One of the few specific duties laid on reformed town councils by the Municipal Corporations Act of 1835 was establishment of a police force. This represented a substantial proportion of boroughs’ spending and was therefore a focus of ratepayer hostility. Borough police forces remained small and of limited competence for many years after 1835, in the North as elsewhere.
